Look on http://mineserver.be , there is this strange flag, drawn in 4 colors. If you click on it, you will get a list of the Windows Mineserver Builds.

Those are quite old builds, I'll try to build more recent version when I have some time..

btw, visual studio express is a free software which you could use to compile mineserver yourself, I'm not sure if my script at http://mineserver.be/downloads/do_build.bat (http://mineserver.be/downloads/do_build.bat) works with it but it should..
